Après l'attaque d'un bateau de pêche, le seul membre d'équipage survivant se rend compte que ce n'est autre qu'un Godzilla ressuscité. Cependant, les efforts pour faire la lumière sur l'histoire sont réprimés par le gouvernement japonais au milieu des tensions politiques croissantes entre les États-Unis et l'Union soviétique, qui sont tous deux prêts à bombarder le Japon pour arrêter le monstre.
